This study presents a regional assessment of how 14 national oil and gas companies and companies with state ownership in Latin America and the Caribbean document their management of methane emissions. Prepared by the Latin America and the Caribbean Methane Emissions Observatory (OEMLAC) as part of OLACDE’s work, it examines official, verifiable information reviewed between 2025 and 2026.
The analysis distinguishes planningfrom reporting. Drawing on both components, it assesses documentary maturity and examines how clearly planned actions can be linked to reported information. It also identifies the frameworks, methodologies, technologies, and mitigation practices reflected in the documentation.
The publication establishes a regional baseline for identifying progress and gaps in the clarity, continuity, and traceability of corporate information. Its findings inform an agenda for improvement and cooperation among companies, governments, regulators, and technical partners. The assessment focuses on available documentary evidence; it does not assess environmental or operational performance or certify the fulfillment of corporate commitments.
